ISN published a new case study detailing how Texas-based Fieldwood Energy LLC, one of the largest offshore oil and gas operators on the Gulf of Mexico Shelf, is using ISNetworld to track employee-level qualifications.
Understanding the background of the SEMS regulation
Following a number of offshore incidents that resulted not only in damage to the environment but also the loss of life, the Bureau of Safety and Environmental Enforcement (BSEE) issued enhanced rules for offshore oil and gas operators in 2010. Among the new regulations, operators were required to evaluate the qualifications—including skills, knowledge and training—of their contractors. Operators were also expected to provide proper evidence of training to BSEE upon request. The ultimate goal of the regulation was to reduce offshore accidents and oil spills, especially those caused by human error.
The Fieldwood Energy experience
The new Safety and Environmental Management Systems (SEMS) regulation created an environment in which companies such as Fieldwood Energy had to carefully consider how best to manage their contractors while ensuring compliance with new workplace safety standards. In response, Fieldwood Energy collaborated with other operators in the Gulf of Mexico to create a standardized training matrix within ISNetworld that mapped training requirements to specific job roles (see the case study for an example). Within ISNetworld, contractors were then able to download the new training matrix, enter training details, view training history and monitor training renewals.
Further, Fieldwood Energy began using ISN-ID cards on-site to check whether contractors had the necessary training and credentials before heading offshore. In 2015 alone, over 48,000 Fieldwood Energy contractor personnel used ISN-ID cards to ensure compliance with Fieldwood’s specific requirements, with a compliance rate of over 99%.
